Nanjing Software Park has been approved by Jiangsu Provincial Government and Nanjing Municipal Government to be set up in Nanjing New & High Technology Industry Development Zone and approved by the state Ministry of Science and Technology to be the "Torch Plan" software industrial base. In order to support the development of the tenant software R&D as well as productive enterprises, the following preferential policies have been especially made.

The enterprises in the park, according to their paid income tax, will be refunded 100% in the first five years and 50% in the follow-on five years of the retained portion in Nanjing Hi-Tech Zone.

The enterprises in the park, according to their paid VAT or sales taxes, will be refunded 100% in the first two years and 50% from the third to the fifth years of the retained portion in Nanjing Hi-Tech Zone. The enterprises in the park renting the software incubation center's office buildings, with its rent period over five years, can be exempted the rent in the first two years and 50% rent in the third year.

The Administrative Committee of Nanjing Hi-Tech Zone establishes special development fund and venture capitals that can be used in many ways, such as investment and underwriting to support the enterprises in the park.

The enterprises in the park which are in conformity with the relevant state, provincial and municipal rules, can enjoy the supportive policies on the software industry simultaneously; the enterprises in the park which are granted the tittles of NEW & HI- TECH ENTERPRISES can also enjoy the same preferential policies on the new and hi-tech enterprises.
