To organize, together with the relevant departments, the negotiations of the NHZ's foreign-investment projects, the investment consultation, and the reception, etc..

To be responsible for the examination and approval of the enterprises which will enter the NHZ, and going through the formalities of the approval documents related to the NHZ's going-abroad missions, as well as transacting the foreign affairs.

To be responsible for examining and granting the Certificate for Approval of the Foreign-Invested Enterprises, and for supervising and checking the performance of the Foreign-Invested Enterprise's Contract and Constitution, as well as for examining and ratifying the Revised Contract and Constitution.

To be responsible for contacting and guiding the European Scientific & Technological Industrial Park and the Science & Industrial Park of Overseas Scholars in the NHZ.
