Nanjing Scientific & Technological Incubator Service Center

Nanjing Scientific & Technological Incubator Service Center was initiated in July, 1989. It is the first scientific & technological incubator service center established in Jiangsu Province. In July,1992, it was ratified by Nanjing Municipal Commission of Science & Technology, and formally put into operation. In 1998, it was ratified and acknowledged as the National Scientific Technological Incubator Service Center by the Ministry of Science & Technology.

Nanjing Scientific & Technological Incubator Service Center has owned three incubation buildings, with the incubation sites covering 10,000 square meters. In the incubation buildings, there have been set up, according to the requirements of the incubation functions, such services facilities as the business center, the software development center, the academic reporting hall, the public-used conference rooms, the health room, the multi-function meeting rooms, the dining halls, etc., so that it is fundamentally capable of receiving various kinds of enterprises.

Its service functions mainly include:

To provide the plant building and the office buildings with a complete set of facilities, such as the water supply, the power supply, and the storehouse, etc..

To provide such business services as the service of meetings, conferences, and seminars; the secretarial and clerical service; and the telecom service, etc..

To help an enterprise to go through the formalities for its establishment, such as the registrations of industry, commerce and taxation, etc..

To help an enterprise to expand its financing channel, via the Risk Funds for Incubation, etc..

To evaluate the invisible assets, such as the patents, the proprietary technologies, the trade marks, and so on for an enterprise; to provide the consultations of the economy, sciences, technologies, and laws; and to act as the agent of an enterprise to deal with the law affairs.

To help an enterprise to apply for the project-establishment of various scientific and technological plans, such as the Torch Plan and so on; to apply for the acknowledgement of the new & high-tech enterprise, and the identification and verification of the technical contracts;

To organize and carry out the technical exchanges and Technology Trades, as well as the activities related to the products sales exhibitions and fairs.

At present, an enterprise which is at the stage of incubation, can enjoy, in addition to the preferential policies relevant to the national new & high-tech zones, the following preferential conditions:

The enterprise can enjoy the NHZ's financial refunds at the rate of 50% of the NHZ's retained tax, from the tax paid by the enterprise;

In the first , second, and third years of the incubation period, the enterprise can separately enjoy 50%, 30%, 10% discounts on the price of rented buildings;

The enterprise can be given priority to use the Risk Funds for Incubation;

After an enterprise has graduated form the Nanjing Scientific & Technological Incubator Service Center and entered the NHZ to engage in the production, it can continue to enjoy the NHZ's preferential policies, and in case it will purchase its plant buildings and residential houses, it can preferentially enjoy a 10% discount on the standard price, via the approval of the Administrative Commission of NHZ.
